<br/><br/> The state transformation analysis helps explain inconsistent international behaviours, selected the apparently hard test case of nuclear technologies. Arguably, as China is a nuclear weapons state, no other area of policy should demonstrate a weaker influence of state transformation dynamics.  This is a quintessential 'hard' security and 'high politics' domain, where IR theory would  expect limited dynamics of fragmentation, and centralised top-down control over all aspects of policymaking and implementation
