<br/><br/> The paper studies the reasons why some conflicts ended in negotiated agreements while some negotiations failed focusing on Aceh Indonesia and Sri Lanka as a case study. Three factors were identified that can influence the outcomes: information revealed by war, control over spoilers and divisions in the ranks of the rebel organization.
