<br/><br/> USN surface fleet leaders warned more than three years ago that the service was heading for disaster if it did not address readiness, training, and other shortfalls in seagoing fundamentals. Now, after a spate of accidents, navy secretary Richard Spencer says the USN must address those issues while distributing its lethal force.  This article  reports on how the service can accomplish that task.
