A theoretical approach is developed and then tested in five historical case studies of foreign military interventions. These are U.S. interventions in Grenada 1983 and Panama 1989 (low risk), Soviet intervention in Czechoslovakia in 1968 (moderate risk), U.S. intervention in Vietnam 1964-1968, and Israeli intervention in Lebanon 1982-1983 (both high risk).
