N2  - Comparative study of ethnic confict in two different central asian states each dominated by an external communist regime (USSR in the case of Kazakhstan and China in that of Tibet). Shows the similarities and differences, both achieving some degree of development under foreign control, but both being subject to assimilation and integration policies in which minorty languages and cultures were actively suppressed. Kazakhstan is now at least nominally independent, Tibet is still entirely under Chinese control. These positions may, at least in part, reflect the differing internal structures of the two communist regimes - USSR's federalism compared to China's unitary state
