Study which highlights the world's apparent unwillingness to take seriously the possible use of chemical and biological weapons. Paradoxically the same processes can be used to manufacture life saving vaccines and deadly viruses, while the development of defenses against biological weapons can in itself be public health hazard. Also notes that despite an internationally long held belief in the utter unacceptability of such weapons states and others still persist with them. Responsible governments need to be much more vigilant in the development of policies on this emerging threat.
