There are four steps to present in this article explaining what military organizational practices are, and why they vary within and across states. Second the argument to a carefully designed plausibility probe comparing the threat environmenta and military organizational practices of two states whose differences are both intuitively and theoretically puzzling North and South Vietnam. Third examine alternative explanations. Fourth the broader implications for theory, research and policy.
