This book is a collection of articles first published in the journal Foreign Affairs between 1996 and 2003. Together they provide a reminder that terrorism did not start and end with the 9/11 attacks on the USA, show that a definition of terrorism is difficult to achieve and possibly of limited value, and finally that a heavy handed military response may not be the best way to deal with terrorism.
