Discusses US forward basing and rotation in Asia Pacific, noting that military presence alone is not sufficient to deter would be aggressors. Uses examples of UK in the Falklands and the US in WWII in the Pacific to show that it "is the ability to respond to aggression or initiate action in support of policy that trtuly matters". Argues that garrisons plus strategic resources and capabilities have served America well, but at a time of budget reductions more emphasis should be placed on the advantages the US gains from technological innovation.
