N2  - This article looks at how both the outgoing and incoming leadership built support for the transition and the implications of stratagies for the nature of the new regime.  In the first section discuss on the the membership in three core political institutions  the NDC, the Politburo and the Secretariat from the beginning of hte KIM Jong II era and the succession process, the second section look more closely at personnel changes in the NDC and Politburo and among the top military and security personnel. The third section show the succession was also accompanied by the growth of an inner core of the elite holding 'interlocking directorates'
