<br/><br/> What factors influence the harmonisation of national security regulations and why are there still instances where convergence does not occur? This article looks at security mechanisms across OECD countries and assesses the relative importance of four factors: American influence; national characteristics; extent of similarity of national structures; and international networks. Of these international networks seemed most important while U.S. influence appeared limited.
