This article shows that "intelligence failure" is a misleading description; many (although not all) events that are so described are more complex and open to other interpretations as new information becomes available. Suggests that assessment of China's intentions prior to the Korean War was an intelligence failure; that the Tet offensive was a failure to communicate serious intelligence information to policy makers; while the Russian invasion of Afghanistan was neither an intelligence nor a consumer failure.
