Study of the evolution of US doctrine on irregular warfare since 9/11. Argues that top level civilians involved with policy-making became increasingly aware of non conventional warfare which lead to the development of approaches to counter it. Suggests these methods were not applied in Iraq because of collective unwillingness to accept that Iraq was not a conventional war.
