N2  - Using the classical theory approach this study of Third World security and conflict finds good reason to temper the initial optimism of the post Cold War period. The increasing likelihood of conflicts arising from ethnic, political and religious divisions is considered, as is the weakness of state structures and cohesion. The collapse of failed states is a bigger threat for all those involved than autocratic but functioning countries. The fundamental of state legitimacy may be at variance with that of the human rights of the state's inhabitants
