Pakistan is said to be rapidly developing its tactical nuclear capabilities and weapons stock, using NATO activity in the Cold War as a guide. This article argues that such developments are destabilising and that Pakistan has not understood that NATO quickly realised tactical nuclear weapons could not be used but were essentially a political message.
