Keeping up appearances: national narratives and nuclear policy in France and Russia / Mathew Moran and Heather W Williams. - 2013

The possession of nuclear weapons, in addition to their military function, provides states with prestige and supports national self-image. This article assesses nuclear policy in France and Russia and suggests that even involvement in nuclear arms limitation initiatives such as the New START Treaty of 2010 means Russia can demonstrate its continuing status as a great power in international affairs despite the reality that both Russia and France are in comparative decline.
