The papers in this book are arranged in four sections: overview of missile defense and the merits of different delivery sytems; global perceptions of missile defence including possible reactions of major states including China, India, Iran, Japan, Russia; part 3 asks which countries if any are capable of having an arms race with USA and whehter they would do so; finally considers the circumstances in which arms control is still useful and how it might evolve.
