Argues that Japan's foreign policy has for many years been a pragmatic one which seeks to keep Japan's interests in balance with the external conditions it faces. Defence spending has remained around one percent of GDP, while public support for the alliance with the USA remains very strong. Little is expected to change particularly as America increases its attention to the Asia Pacific.
