Using Britain's 'Prevent' agenda, this article explores the connections between secular ideas and identification of risk in international relations. It questions how political secularism and cultural secularity have contributed ti perceptions of danger emanating from the Muslim population. It goes on to find out the potential implications of these perceptions for state security policy.
