<br/><br/> The article argues that the problem can be attributed to the incapacity of state to maintain its monopoly on the use of force.  The first part  provide a conceptual basis and clarity with regards to the various security problems that Indonesia faces.  Second part attempts to depicit the broader picture of Indonesia's transition into democracy and further scrutinize how security sector reform has become an integral part of that process.
