Examines international responses to the ethnic conflicts in Burundi and Rwanda from 1993-1997, and their overspill into Zaire. Concludes the international response was impotent, incoherent, and driven by sound-bite diplomacy. Calls for the creation of a Conflict Analysis Centre at the UN, and for better involvement of local and regional paticipants.
