The object of deception no less than of military operations is to effect the actions of the adversary. Deceptions thus demands not only good security but also good intelligence. There are the two pillars on which all deceptive activity must be based. The scope of this volume does not and cannot cover all the immunerable deceptions practised on the tactical level. The deception policy of the Royal Navy however was not only strategic in the sense used throughout in this volume but it made as much use of the double cross systems as any other customer.
