This article argues that such reactions (which can be far more wide-reaching than the original attacks) should be included in risk analysis, as should the possiblity that attack perpetrators consider potential reactions when planning attacks. States should avoid counterproductive reactions including unintentionally furthering an attackers aims, and instead focus on improving public morale (the British war time Blitz spirit is mentioned) ER -
