N2  - Argues that the South China Sea conflict has been a successful case of conflict prevention since the early 1990s, and that a transformation has occurred, from a fragile peace to a more stable peace.  This article questions the relative peace in the region despite the fact that many factors point in the direction of military conflict - which may be the result of diplomacy and personal networks within the region; and also the outcome of the combined forces of Sino-ASEAN rapprochement and economic integration and interdependence.  It also points out China's acceptance of multilateralism and the ASEAN+3 process
