Describes the current UK procedures for defence equipment selection and approval for procurement and in particular, the Combined Effectiveness and Investment Appraisal (COEIA) procedure which has been adopted to assist the selection of defence equipment - both weapons systems and supporting systems. The procedures are not new, but they are now embodied in a formal requirement to ensure that all proposals for defence equipment procurement are supported by the same high standard cost-effectiveness analysis.
