"Pakistan has deliberately used non-state actors as a strategy of asymmetric warfare against sttronger adversaries such as India and the Soviet Union". This paper argues that the results of Pakistan's efforts are now proving beyond the country's control, have a life of their own and may often act against the interets of their creators. Suggests what might be done to resolve the problem.
