This book is divided into two parts: problems and potential solutions. It examines the conventional arms trade of the last half-century, the security problems of developing states and how arms transfers may contribute to them, and case studies of the impact of three perceptions, domestic, politics and state weakness on demand for arms. The other chapters evaluate tools to address these problems supply side arms control and regional confidence and security building measures, and what the people know about the problem and what they know about exinsitng policy tools and their shorcomings to draw implications for U.S government policy.
