The need to reform political and economic institutions in Indonesia /

Indonesia should make reform of its institutions a high priority. Argues that at present institutions are mainly relation-based rather than rule-based. Creating rules however can be counterproductive if attention is not also given to developing incentives for stakeholders to follow the rules. Gives examples to support the call for workable reform.
