Reflections on the political economy of policy reform in Indonesia / Hal Hill and Chris Manning. - 2009

After a short review of the literature on how and why policy reform takes place, the article goes on to look at specific case studies in Indonesia. These are: trade reform, privatization and reform of state owned enterprises (SOEs), labour policies, and rice policy. Notes the importance of high level (presidential) support and the effect of nationalist or populist sentiment, the latter often used for sectional advantage.
