In essence China's military development changes the balance of power, excessive power makes conflict more likely, and the weaker party should increase its defence capacity commensurately. The article suggests that there are ambiguities in these assumptions and it is these as much as the potential of specific American weapons systems that help maintain Taiwan's conceptual otherness ER -
