Reports that the European Union response to terrorism (markedly less supportive of military solutions than the USA) has had the surprising effects of creating a supranational level EU competence at global level in the high politics of counterterrorism as well as establishing a setting with which external parties such as the USA can deal. In the process EU member states interests may increasingly adopt a "European" approach to counter-terrorism matters although no impact has so far been noted in the area of Common Foreign and Security Policy.
