<br/><br/> Identifies three different reactions among the Chinese military to the United States led NATO intervention in Kosovo. These are: proponents of Peoples War techniques; advocates of high technology weapons; and the third group who believe China should not get drawn into an arms race which, like the former USSR, it could not win, but should instead focus on trump card weapons to exploit enemy weaknesses. Suggests that although the debate faded from the Chinese press after the Kosovo conflict and with improving US China relations, the underlying issues remain.
