Russia's foreign policy surge : causes and implications / Yu-Shan Wu. - 2009

Differences between the foreign policies of China and Russia (both large continental powers) suggest that the recent surge in Russia's international assertiveness is due mainly to domestic electoral requirements. Points out that after the elections of 2007 and 2008 Russia has not scaled back its international activities, if this change is permanent then a ratchet effect may be occurring and Russia will find it increasingly difficulty to achieve rapprochement with the West.
