N2  - In China's non-representative system the security constituencies supporting national ambitions, whether in relation to Taiwan or sealane protection are not subject to the same checks and balances found in representative systems that would ultimately defend interdependence.  Sino-Japanese rivalry may have been initially stimulated by disputes over history but it is increasingly being effected by events outside the bilateral relationship relating to China's sealane vulnerability, the Taiwan issue and Americans powerful new asymmetries would be created in the interdependent relationships with both Japan and United States
