This article shows how the policy has developed and how it is being put into action. Military engagement, already in 41 countries, is to be extended to more within two years, meanwhile construction and investment projects are still welcomed despite concerns about unfair competition (because of PRC subsidies) that these represent for local companies. China is also engaged in information programmes to influence public opinion. The article concludes with a discussion of how the USA and China might cooperate and do so to the benefit of Africa ER -
