North Korea moves to restart key nuclear plant. - 2008

Pyongyang announced that it would consider taking steps to restore the disabled facilities in response to Washington's insistence that North Korea agree to a verification protocol before being removed from department of state's list of state sponsors of terrorism. North Korea submitted a declaration on its nuclear activities at Yonghyon June 26. The six parties agreed to establish a verification mechanism in July 12 joint statement.
