All hazards approach to disaster management : the role of information and knowledge management, Boyd's OODA Loop, and network-centricity / Dag K J E von Lubitz, James E Beakley and Frederic Patricelli - 2008

Calls for knowledge from different fields to be used in the management of complex disasters, but notes that there are several factors that prevent this being done effectively. As a consequence recent examples of large scale disasters have shown the management to be inefficent and very costly. This article shows how network centric operations, network enabled capabilities, and Boyd's OODA loop may help to resolve some of the problems of dealing with unpredictable and rapidly changing environments.
