Security community and Southeast Asia : Australia, the U.S. and ASEAN's counter-terror strategy / Andrew Chau - 2008

Assesses the prospects of an ASEAN security community becoming a reality. Finds that despite positive rhetoric there has been little actual progress. In practice ASEAN norms of non-interference tend to support bilateral arrangements whereas multilateral security cooperation is not facilitated. Counter-terrorism is still driven by domestic politics; security policy is defined by self interest and ad hoc cooperation. 'The prospect for successful community building still remains distant.'
