<br/><br/> The study of history in relation to war, preparation for war, and the nature of governance suggests that armed forces rarely predict what the next war will be like. Given this mismatch the paper suggests that in developing strategy it is essential to ask the right questions and, as Clausewitz said, to have a clear idea of what the conflict is intended to achieve.
