Author is Chief Executive of the International Crisis Group. He argues that although there was unanimous support at the 2005 UN World Summit for the idea that the world has a duty to take collective action against governments that fail to protect their own people, subsequent events suggest that various governments are now trying to avoid that responsibility or claim that it did not in fact exist. Identifies a number of misinterpretations of the responsibility to protect, and concludes that these can be overcome and the ideas will be put into effect.
