Mending fences : changing trends in Kashmiri militancy - 2008

Differences between India and Pakistan means that violence is likely to persist in the Kashmir valley while the militancy becomes increasingly islamist in nature. According to a recent status report on internal security published by the Indian ministry of home affairs violence in Indian-administered Kashmir has been decreasing for five years. Violent attacks and casualties among civilians and security forces the report also notes a decrease in cross border infiltration.
