Suggests that India's Navy is already a regional force in the Indian Ocean but one that has yet to reach its full capability. This article looks at developments to date, at future plans, and at some of the hurdles that have yet to be overcome; the latter include problems with indigenous shipbuilding and the consequent need to rely on foreign constructors, budget overruns, and inadequate equipment levels. Overhauls and upgrades in Russia of ten Indian Navy Kilo class submarines are behind schedule while test firings of KLUB-S cruise missiles failed to find targets.
