Discussion of the effects based concept applied to anti-submarine warfare. Notes that of some 300 diesel electric submarines in operation in 2003 more than half are in waters bounded by Australia, Pakistan, and China, and many of these were less than 5 years old. Considers the implications for Australia of this regional over-representation of military capability.
