Modern western societies are now attempting to develop security policies that deal with the rather non-specific concepts of risks rather then the specific clear-cut threats of previous centuries. Globalisation and international law have added new dimensions to the practice of warfare and states can no longer wage war with impunity. At the same time non-state risks such as terrorism have to be considered; taken together these disparate factors require a different approach to strategy.
