The study and recommendations are based on American interpretations of counterinsurgency (COIN) and aimed at the specific requirments facing the United States government. Argues that because of its overwhelming military capability virtually all America's potential enemies can be excpected to use insurgent and terrorist methods. These methods and the way to counter them should be given much higher and consistent priority than they have had in the past. Makes specific suggestions for US COIN policy.
