This collection of papers looks at the rise of modern terrorism noting the limitations of direct responses against leaders or groups. Identifying and preventing planned attacks is necessary but contributes little to a long term solution. Much more attention needs to be given to tackling terrorisms roots and in particular ideology. While socio-economic factors such as poverty and lack of education are perceived to provide fertile soil for terrorism, the introduction to this book identifies ideology as the key driver of radical Islamic terrorism and calls for the development and implementation of an ideological response as one of a range of counterterrorism strategies.
