The article concerned with two questions. One, to what degree is the Arroyo crisis a reflection of deeply rooted processes of hegemonic power relations and of the emergence historical blocs and the form of historical path dependence that it has entailed. Two what are the implications of the Philippine crisis for superficial consensus has emerged on the desirability of certain forms of democratic governance for development.
