Said to be the work of Muslim insurgents the explosions caused several deaths and injuries. The attacks demonstrated the laxness of security and the lack of coordination on counterinsurgency policy. The report concludes that the government seems likely to continue its hardline approach to the unrest in the southern states despite more liberal proposals put forward by the National Reconciliation Commission.
