The doctrine of the title is ascribed to U.S. vice president Dick Cheney. In the aftermath of the 9-11 attacks he said that even if there was only a 1 per cent chance of it being correct any report that terrorists had acquired WMD capabilities was to be treated as a certainty. The book considers how the policy has been acted on and what impact it has had on American foreign policy and counter terrorism activities.
