Siberia's oil and gas industries are beginning to tap the areas huge reserves. Japan and China are competing for access to these supplies. The routing of the supply pipeline has not been finalised (options are into China, or around China to Russia's east coast). This article argues that there are unresolved tensions for Russia between commercial logic, which favours China, and balance of power which favours Japan. Suggests that Europe and the USA should use their influence to support the Russia Japan links.
